I thought about maybe a surrender button, where you would need 90% of the players from one side to agree to surrender.

Pugs playing versus premade and they see no way to do anything, they could just surrender instead of standing in the spawn (or mindless dying to end it earlier) and everyone has to wait it out.

Maybe make it available after 5 minutes or something like that.

surrender vote should include the vote of wining side also, they should accept it so the sc will be over.
2/3 of loosing side vote then wining side 12/12 should accept it and it is over. Imo that is most fair, after all the final decision should be at winning side

Once you've surrendered you are banned from joining next queue for 30min.

and noone will surrend and premades will wait 15/20 min at front enemy wc...
how is that better, or even different than current mechanic

But you are suggesting a surrender without a penalty, I don't see how it's fair.

surrender vote is helping premades to not lose their time watching the enemy at their wc and doing nothing. You wipe the floor with the pugs accept surrender vote since no pug leave the wc and that count for 500 point win.
That is helping both sides, how is that not obvious or you are some of these premades liking to spawn camp to eternety the pug?

Nah, if its helping both sides - it's making few slow ticking SC's, like highpass cemetery/tor anroc, tick faster. Surrender is just a way for pugs to avoid getting farmed and will be abused one way or the other.

that the thing, the final decision comes from winning side. they decide to accept or not the enemy capitulation. If they want to farm OK, but if they decide that it is not worth it, everything will be over fast and clean
