If the kiter double jumps over an obstacle and gets a speed debuff, wouldn't you expect that the persuer would also need to double jump to get over said obstacle and receive the same speed debuff?

It is barely noticable because it is max 15% (not 20) and it stacks with 5% per jump starting on the second jump. So if you jump 3 times in quick succession youre basically 10% slowed which is completely negligible. And as Zabis said, if you jump over something either your opponent has to do it too or he can walk around said obstacle,but then again why wouldnt you do it too if you think it is faster in the first place? ...

I would notice it if it was only 1% slow. 10% slow is pretty much.
On live you had those talis that you could put into your boots to run 8% faster and that was already a lot.
