I don't want to speak for others, but I think the intention was as follows:

1. Pounce has a 10 second cooldown. It can and will always work on an opponent. Always

2. It will ONLY root said target when target has no immovable immunity. - Meaning, if you elect to pounce on a target that has immovable...they can still continue to move. Much like if a chosen chooses to use their KD (downfall) when a person has an unstoppable buff...it will continue to do its dmg and fire...it's just the person won't be KD'd.

That is how I would intend it to work.

I don't like the idea of a root that doesn't give immunity and is spammable for anything larger than a 6v6. Imagine disengaging from a warband and you get rooted every second because the next WL is in range for his pounce.

I believe when people refer to the root immunity they are suggesting the white lion gains it whilst pouncing, not the player who is rooted. (I'd assume that it would trigger the typical CC immunity procs on the player the same way as everything else does, preventing constant spam roots.

A target getting pounced could be rooted for 1s, if it gave them the usual immunities. If it did not give them immunities, the WL could keep them permanently rooted so long as they have AP, which is broken.

A White Lion that pounces should not get root immunity while doing so. Pounce explicitly cannot be used while rooted, and that is a check on the ability that should not be removed.

Finally, I agree with Mursie that the order should go Pounce -> Root, so the actual movement occurs independent of whether the root gets applied. This would be in contrast to the SW/SQ self-punt, which currently does not go off if the target is immune to roots.

Why are we talking about buffing pounce?? If they spam the button anyway they're doing it wrong. Putting a CD on it in exchange for some other kind of buff is actually a buff period. Not necessary IMO.

A pounce with a CD prevents chain pouncing on different targets, which is quite the nerf in my opinion.

Chain pouncing doesn't kill anything. A spammable root would be a huge gain for assist trains. I wouldn't complain about a nerf to pounce, but be careful what you call a nerf.

Yeah, my mistake, I forgot about that part of the proposal. Anywho, I'd table this until the new forum is ready to go, just to guarantee visibility. It could be something of an inaugural post.

You know every account with 1 post is going to be coming out of the woodwork the second pounce gets touched one way or the other.

I never said it killed anything by itself, but it has utility, in that you can pounce out of a situation shortly after you go in, you can counter being KBed after you pounce in immediately and you can go from one target to another further back.
