What do I have to do?
I have the same problem. Tried both downloading the torrent version of the game and manually downloading all the 10 pieces of zip archive. This error stops me from logging in in both cases. I've checked multiple times that none of the files are set to read-only. I also tried starting the launcher as admin and, ofc, restarting PC.
Nothing of the above helped.

Is there any solution for this issue?

Have you got the latest .net framework updates, and latest directX? You can get all the updates from Windows automated updates. You can get the relevant DirectX from here.

Currently not sure what else could cause this issue.

played 30 minutes, got disconnect and cannot log in back...my premade to much angry :<

w/o any errors just kicked from server and cant login about 1hour to 1day~

Doesn't sound like a client/server issue. Seems most likely a net issue.
