Is the lag a hardware-related issue, or is it down to some poor coding choices in the source? I'm guessing it's requests to the server to do with positioning and player actions?

1) They don't have the budget to have a full server stack for the shard. Even if a today's VPS is as good as 2 x 2008 dedicated servers were, a real shard may employ 8+ servers to function.

2) The basic game had deadly architectural flaws exactly about network code and inter-player interactions. I was beta tester, that game was totally broken before patch 1.1 and even past it, it has never been "good" in that respect. It's so bad, it's one of the main reasons original end game RvR had to be scrapped out and one of the reasons WAR failed (besides the 2 factions flawed choice and others).

Now, the current devs cannot change the client, so they HAVE to feed the client the data it expects, that is the badly functioning format it had been engineered by Mythic's developers. Therefore, even with the best net-code team in the world, this game will never really get nearly lag free.
