U forgot to mention thats bha from ~10sw deal 2k per tick on tanks.

But it's still busted because BHA doesn't need pesky things like line of sight.

Yes it does.
It works like every other targeted AoE in the game, it needs line of sight on the primary target, and if it doesn't miss or get defended the damage extends from that target to all around it within the radius. Don't want to get hit behind the wall? Do what everyone else does to avoid getting hit: don't stand by the guy anchoring all the AoE.
