- Changing character during RvR session will remove whole contribution from all characters of this player
Is this primarily to stop people switching sides?

If someone plays a dps in a group, and some people log and now the group needs a healer - is the player penalized for switching classes on the same side?

The issue with mobs counting for more kills than they were worth, as Hargrim stated, was unable to be fixed at this time as he and I tried to replicate, but we couldn't get it to bug out so he couldn't diagnose and fix it. I know it's incredibly annoying to complete stage 1, 25% of the distance through the PQ only having to try to fight through 50 instanced mobs in time to try the boss- but we now have 15 minutes total upon completion of the previous stage and kill the boss, and when/if the mob count bug corrects itself or is fixed there should be plenty of time to get wiped at least once and then still being able to complete it. At this point as well, the PQ bosses themselves drop only boots and belts (or gloves?) So if you do fail, you can still go for those same rewards if you push further or switch wings, and you'll have nearly unlimited tries on the end of wing bosses now that the PQs don't reset- including the barricades, every three minutes.
If the kill counts bug is still there, there isn't time because most of time there are mobs on the way that need to be clear and you loose precious time which then let you with 9+ min, if you are a rr40 newby group you cant wipe even once on pq 3rd step boss...

The issue came up after 13 / 01 patchnote, would not be a revert possible? I mean before that pq were working fine.

Penalised? Nope. If you stop playing that character and you play another in RvR the orignal character you were on will get nothing, why should they? If you have composition problems the onus is on you to decide ahead of time.

Make no mistake, live WAR didnt have offline rewards, you do here but you dont get to multi dip and build up half a dozen characters.
No doubt offline rewards are an improvement over Live.

That said I can't see how players wouldn't interpret it and treat it as a penalty.

They log on, they play, they contribute, other factors that aren't in their control (namely others log off), and they either have to start building contribution from complete scratch on another class or wait out the remainder of the timer on the zone and hope to get an <needed archtype> pickup whilst steadfastly refusing to change toons for loss of contribution for this zone and the next.

Seems like the focus is to encourage players to play and stick to one class (per session) - as this is likely going to be the outcome.

Were players logging multiple chars sequentially and getting a white bag each per zone flip and slowly building Conq Medals like that?

Perhaps limiting it to the current and most recent previous would still allow people to swap and bring in needed archtypes without too much resistance?

The issue was there probably for longer, just not spoted before that.

Is there a balancing reason for why the stats were removed from the Keg's End pocket item, or was the wailing and crying from those who missed their chance to get one during the event THAT loud that it had to be changed to shut them up? Just curious, seemed like a weird thing to do.

It was known by most, that the stats on event pocket items only stay during event time. It was the same on live.
Dying is no option.

It was - more or less - like that on live. You play the event, you get a shiny for it and can sport it for a limited time (either like on live for a set amount of time independent of the event, or like on RoR for the duration of the event).
Once the event comes around again, the stats on the item are enabled again and you save yourself the hassle of running the same quests again.

Mind you the stats are miniscule ~ I had hoped for the Chuffin-smth Ale to stick around, tbh.

Such items had timers on them on live - currently we don't have timers implemented yet, so we work with what we have, doing this manually.

Also you sound tad whiny with your post.
