Two player groups deciding to meet themselves in pve area and kill each other was the reason for some tears in the past I think.

Maybe we just need to kill them once to bug it out again. They appeared imo because of server restart this morning.
Mobs will show up there as soon as a Destro character walks through the area to activate the PQ. Otherwise they're not spawned yet.
