The problem is, what do you want, you cant make a solution for all things.
In this case they only chance is dev knows in future how to deny multiaccounting.
The problem is, there must be a start to change something.
First it would hit mates with 1 account and chars at both faction.
I dont think you will get a solution for all things because if some wanna log with different accounts there are options to hide ips or change them.

If you do nothing T4 become more and more demotivating.
I know its a hard situation for all and this only because some play for most RR and not for their heart and feeling.

I play only destruction.
Played in life and tested order but no, not possible.
Me heart only hits for destro.
The only reason to have a look at order is to see their abilities with an addon.
I did this with a level 1 ib, sunknight etc.
So i see the difference and how to fight them at best.

So my point of view, really my personal favorit, complete faction lock.
2 weeks time to move money and other from destro to order or changed side with a npc.
After 2 weeks lock.
Guys who plays later have 2 weeks time after first login.
