What is a good spec for T4 2h Chosen, for those who don't wanna be Destined for Victory
I'm assuming it's gonna be this:

With Hastened Dismissal subbed out for Rugged until you get good enough gear to not miss the extra Toughness. With RR spec being the standard Toughness+Parry.
For tanky 2h spec, what should I itemize? I woulda thought a mix of STR and Toughness, but I'm hearing people say you need Willpower for Disrupt too. So what am I getting for jewelry, and what am I getting for talismans?

6v6 and even Small Group Open RVR, as a protection Chosen, your role dictates you use some of the best and shortest cooldown debuffs in the game. This is why the Tri-Spec Chosen Build is so very good. This build requires you spend point to increase your Crit and gear for increased Crit as possible without losing your Block % or giving up too much Armor or health. Having a Chosen keeping the "All Star" BW or MDPS debuffed by 25% for an entire Scenario helps a lot.
At RR 40, you can get nearly the perfect Tri-Spec by using this:

This build utilizes the 25% incoming healing to target debuff in lieu of being RR70 and obtaining Quake.
The addition of this Aura adds some complexity to your Aura choices, and IMO should be used in favor of the Strength Debuff, keeping the Resistances debuff (even with Shammy resistances buffs available as the Aura debuffs the enemy as well) and the Toughness aura (as most DPS classes you will be guarding do not slot a lot of toughness - and it debuffs the enemy as well)
This spec at 40 works well against Bomb Groups we fought in Live.
Please note the selection of Distracting Bellow as the rank 3 Morale. If it works here as on live, that's a 100 yard 50% damage detaunt to Ranged DPS like BWs and Engies on Keep Walls or Spawn Points (if you are spawn camping.) Also useful against bomb groups as a situational tool when they "pile on"

IMO The GW Spec is COMPLETELY determined by playstyle.
You can specialize to :| casters very easily, but you become HIGHLY susceptible to MDPS.

IMO, you can spec to take on MDPS head to head, but the tools are lacking and you'll never beat decent MDPS at their own game even 1v1.
The reason the disrupt is important is you have zero block. There are a LOT of abilities that make a GW Chosen the bane of casters. That said, if it's not 1v1, you had better have good support behind you.

Your tri spec build was right in line with what I was planning on doing. What target toughness and wounds do you usually shoot for? Also curious what the top gear possibility is in this current version of RoR? Gear set and weapon and shield as I am only in T2 and have no clue what's waiting in T4.
The reason I ask is I wanted to see if it was possible to tweak with the server down to see what type of str/tough/wounds combos I could come up with and see if I needed to slot the rugged tactic or not.

I don't slot Toughness Talismans, Only STR>wounds. With the Rugged tactic, you should be around 600 Toughness from gear alone. 8.5K wounds in 2/5 Mercenary and 3/5 Ruin with mainly STR slotted and one big wounds tali.
There's better gear, but Orvr has been slow for me, I usually run SCs.
Get the Worldbreaker ring set to have excellent resists. Order, in general, are smart and dont send mdps after tanks.

I was hoping to avoid slotting the rugged tactic in favor of something else and supplementing the toughness via talismens. Ill obvious have to play around with it when servers come back and I get to T4.
