Devs put an insane ammount of their time in this game and they do it for free. If someone wants to get involved in the changes they are making for WAR, can't they spare a few minutes to come, read the balance discussions and make their voices heard?
My opinion : Because some people simply cannot, and its a point that needs to be addressed and fully realized. The language barrier is a real problem for the server, half of the population is probably not comfortable with the English language in regards to both understanding it and writing it, or perhaps have a lack of confidence to attempt it, so why should they be neglected for this?
In regards to people making their voices heard, that is hard as well, most of the time if you are not someone who spends countless hours on the forum, or if somebody thinks you are just not 'well known' enough, your opinion gets shafted by other players, this already happens on the forums.
