Rampage was imbalanced but not broken in the sense it exploited the game engine and provoke bugs like GTDC does.

At the time nobody would complain about rampage on the order side simply because the destro side had all kind of crazy imblanced stuff, like the old GTDC that gave destro a huge advantage in the open field( orders argued ramapage was justified, which in a sense was true at the time even though both abilities were ridiculous).

at least your being honest, every siege is packed with chops and so this sounds about right.
