It was t2 after Mythic fixed progression. It is t3 the way development is going.
Dying is no option.

I remember armor sets pre rr100 patch like this.

Decimator - t1
Obliterator - t2
Devastator - t3
Anihilator/conq/invader/warlord and sov - t4

The good thing about the old pvp armor requirements in the lower tiers was that pve was actually somewhat meaningful as you could mix some pve armor with your pvp armor and gain something, where as the old times of war the armor was so outdated it had like half the armor and stat values of pvp armor of the same level.

All red sets were made obsolete by the great 1.4 patch and the following panic changes to tiers

While this would be fixable, you pretend to create balance, by introducing even greater gear gaps in t4. Gratz.
Dying is no option.

This was how the game was sept 2008 - jan 2011 when they panic changed armour sets and tiers as 70% of their players had quit

There was zero complaints about T4 gear being unbalanced before 1.4. Whine came with 1.4 and all patches from that point tried to undo 1.4 Including fail tiers patch that destroyed pve and made 100s of thousends armours/weapons in db useless including quests, lairs and dungeons

In an environment where people wear no sov and only a few have warlord, it was no big issue. Ofc nobody complained, when all wear the same low and mid t4 sets.
The people with max rr80 used no sov set, because it sucked, they farmed tovl for tyrant set.
Then they redesigned sov and it became very viable as the best armor in the game.
Now we had 5 different tiers of t4 armor sets, the best to the worst like day and night.
You want it really oldschool? Cap renown at char lvl and punish pvp players.
We had it all once, they changed it because the players disliked it.

I have no idea where you are pulling your numbers but by the time of 1.3.6 most of the playerbase were already gone. The bugged release or aoe bombing caused a far greater player loss.

In T2 there was two sets. Obliterator and Devastator. Sorry but if devs would add only Obliterator then people will be more mad than happy. Let's stay on Devastor and don't add only a Obli set who is even worse than RVR inf rewards :D

On the bright side - RvR sets can be used as appearance.

Yeah it's true but I think that people would prefer to wear good set than using it only as a appearance =)
