How about this - don't put premade in sc unless there is another premade on opposite side.
It applies perfectly. What environment game creates it attracts certain type of player and reinforces certain types of behavior. And current design attracts and reinforces cowardice and giving up on the slightest sighting of adversity. While that applies to real soldiers in a real war situation, it doesn't apply to a video game.
People will not stand and fight, they'll either log off or don't queue for scenarios anymore. Some may try to fight, but the majority wouldn't. And quite frankly why would they let themselves be farmed?

Unfortunately, I have already experienced this “fix” in my time zone. The pops weren’t “a bit slower”. They were almost nonexistent. I would play for 2 hours and get 2 SCs to pop in that amount of time. So, to answer your question again, yes. I would prefer to play more crappy SCs than only 1 or 2 during the time I get to play.
