Does weapon skill armor penetration work?

I heard in another thread that W'S don't really work in general, so is that true or am I supposed to stack other stats?

On a level 3 KoTBS you have 2 abilities - Sunder, hits for 49 and Precision Strike, hits for 55 and also ignores 25% of target armor.
On a level 3 mob, Sunder hits for 42, meanwhile Precision Strike for 33 - why?

Actually that's interesting I had to test it. I got similar numbers on my Knight too. On my Blackguard however, Murderous wrath seem to work ok. We should also test Sundering Chop and Impale, because I don't think they work correctly right now. Let's say all mitigation should be looked on.
