Choppas absolutely have everything to gain from it and if they don't use it while closing to melee they are braindead and a waste of a group slot.

Choppa gains nothing from cd reducer by itself. Choppa use CD reducer to help the party. Most Choppas are pure trash and just spam GTDC

mhm... must be a long time ago, then... Could be always like this. And the tooltip is more confusing, but technically not wrong (or is it?!). It says " you cannot be setback for 5 seconds and detaunts..blabla..." The no setback is active for 5 seconds as far as I know and it doesn´t say how long the detaunt works.
edit: and I am quite sure, that what gives RP the edge over Zealots in survivability is stoutness of stone, not the armor tactic.

Not many RPs use it because it's nice, but not that great.

A simple manner in which to address all of this allow AM's to cast Group Heal on the move. But I am sure the real answer is learn to play, or something...

It's 5 seconds. Every time. Unless you have WW up
5s CD, 2s casting time (1,2s if you have heal mechanic). This means that you can cast it every 3 or 4 seconds. it's not the CD, but you don't have to wait 5s to cast it again, though

No, i agree that AM/shammy require too much personal skill/convergent situations to perform well. AoE heal on move would be OP, but i think that a rework of the mechanic is due

Energy of Vaul/Fury of da green is the "group" heal on the move.
And just because AM/shaman requires the most "personal" skill of all healer classes (which is probably true), doesnt mean it is a particular difficult class to play. all tank classes are on a totally different level.

5sec CD is five sec CD. Doesn't matter if you have 2 or 1 or 3 sec cast time, it will be 5 seconds before that ability activates after the last one. I understand what you are telling me, but that does not change the frequency of it.
