It most likely is.
Some people undoubtedly do that, but its unlikely that there are so many of them that it ruins faction balance.
Most likely the reality of the problem is people simply logging off after a day of fighting and different time zones.
Measures punishing people for switching to winning side specifically could result in slight improvements in factions balance.
But it would also affect players who don't have any malicious intent, so i don't think its worth developing any measures unless there are real proofs to the problem.

When you go from having 0 AAO to 120% I think it's pretty safe to say X-Realming is a thing. It really has killed any sort of faction balance.

The fact that the numbers change does not mean x-realm , as said a wipe of significant proportions does directly give the people on the losing side a logical and natural break point to leave and incourages winning side to stay longer, this is real.
To say this is x-realm is probably not based on fact , and with the change to contribution resetting when new toons log on one account the logic to x-realm is doubtfull from my point of view. Proof though only devs have the ability to investigate and show.

How many people care about contribution? I mean really. It's not like most of us aren't full geared and sharding bags at this point. One side loses a WB and the other magically has one appear, oh and their fully coordinated with other WBs in the zone on precise strikes? Please, this was a thing on live and if you were caught you got banned. To think the same thing isn't happening here with zero penalty other than gear we don't need is fantasy.

and not anything else (people simply logging off, people crashing, people doing other stuff and leaving zone)? Or are we to rely on word of mouth (as seems to be the way in RoR - a lot of the time - when talking about 'problems'/imbalances/purported bias)

well the problem is people find an other way to xrealm so its sadly pointless atm, a cooldown dont fix this problem cuz then they just create a second account.

What kind of conclusive proof would you like? Admin access to the login and character database would be a good start for empirical proof.
TUP fully admitted to x-realming to the losing side but really does it matter? There's your proof that's been admitted on the forums and it's ok because why exactly?
If you cant see the fire do you ignore the smoke? When you don't have empirical proof you look for the symptoms that lead to the diagnosis.
Hell the admins here have admitted it's an issue but there isn't much they can do without client control. I mean there really does come a point to where people have to pull their head out of the sand and see things for what the really are.

Xrealming to the losing side sounds like something TUP/Phalanx would do - in hopes for a challenge/evening out the playing field. I don't refer to this type of xrealming; I see nothing wrong with balancing the pendulum.
I refer to xrealming in its 'people stacking the winning side/suddenly WBs appear on the winning side/people give up and suddenly more people appear on winning side' form. Aka the whine variant that people spout out consistently.
Do we have proof that fights are being decided by people deliberately and maliciously choosing to opt with the winning side via xrealming? Not just one or two people, I am referring to a large group of people, or guilds, deliberately avoiding challenge and seeking to surf the zergwave for minimal effort. Is this happening?
Who is doing it? Could it possibly be people simply finding themselves outnumbered on occasion, due to a plethora of other reasons that have already been discussed?

Sorry you don't get to redefine words to make them fit how you like. It's either ok to do or it isn't.
So TUP and another guild both xrealm to the other side and now what happens? Huge pop surge on that side.
I already told you where to get the proof you want and it's the only way to get it that can't be denied. Funny thing is you can't prove to me it isn't happening, so instead we sit at an impasse.
You've moved past ignoring the symptoms and basically said well it's not enough of an issue to care about. Keep ignoring them, I look forward to reading the obit
