I'll agree with what Ragah says about genesis lottery - gap between genesis and ToK too high. Also i would like to add that new system indirectly make premade warbands to shoot themselves in the foot.
-Side has AOO, premade warband hits the field, staggers lock for overdog.
-Overdog pugs get tired of getting farmed, log off or xrealm.
-Side is overdog now, zone locks. Overdog penalty, white bags.
A suggestion to fix this issues.
1)Genesis lottery - warrant conversion. 10 white bag warrant = 1 green bag warrant, 10 green bag warrants = 1 genesis piece (coud be random). 5 genesis pieces = 1 subjigator.
2)Turning tides. Make overdog underdog count maximum AOO for each char. Punishes xrealming, rewards turning the tide.

I really don't mind, however telling us to do t2 to get genesis when we don't even get a bag roll bonus for getting non-gold bags in t2 as a r40 is just a joke, at least in a t4 zones i'm guaranteed to eventually get a blue bag once my roll bonus is used up for gold/purple.
If doing t2 or t3 actually had their own roll boni i wouldn't have any complaint and i'd be asking if we could guild wb in t2 for a while but as it stands they don't so the options are do t4 for eventual guaranteed reward or play lottery in lower tiers, the new system isn't bad but it has some major flaws which won't be fixed until we stop hiding behind "contribution".

Each tier roll bonus is unique. Tier 2 roll bonus doesn't count for tier 3 or tier 4.

Thank you for your reply Hargrim, i understand my feedback will be absorbed as you sed fit. Mamy thanks for your efforts despite the flaws, it's not exactly game breaking.

Hmm.. my point was that your bonus roll from t2 doesn't interfere with your bonus roll from t3 or t4

As far as I know, those patch notes meant you accrue gold bag bonus for tiers seperately, not that t4 characters only receive gold bag bonus for t4 zones.
So say you get a gold bag in t2, that doesnt use up your accumulated gold bag bonus for t4. It actually incentivizes you to do all the zones, as you have seperate bonuses for each tier. Basically, it is the opposite of what you thought it was, if I am not mistaken.

Some clarification on that point would be excellent, as the patch notes read that you do not accrue bonus in zones out of your tier if English is your primary language.
