DPS do get renown though regardless of their target (even AFKers).
They could make it so as to only get renown if their target has killed someone the last minute for example. So the very first kills don't produce any renown, later kills do.
Another idea is that you get no renown for killing and healing and you buff objectives renown instead.
ps: btw, if you give renown to kills only when they target enemies that have killed someone before (other than yourself) you kinda fix the RP exchange thing
