How about add a unique item. For example, collect 100 Seals and buy something like a cloak (Called the 'Conquerors cloak' or something equally cheesy). Since it is quite difficult to get, and you want this item to be really unique, the cost could be even higher.

Griffon mount / RR75 mounts for a retardedly high amount of seals (100+). That would make so many people go RvR beserk it would fill the lakes for the next 2 years.

Couple that with a title like : Hero of Order/Hero of destruction. And a PvE tactic that makes your weapon glow a color of your choice (one tactic for each color). And we would be set for epic RvR for the forseeable future.
