Maybe he focused his offensive capabilities by lightening his armor so he could swing his weapon faster

A stereotypical argument, but properly designed armour doesn't actually slow you down that much. It does limit certain movements, but I've seen people do cartwheels and back-flips in full-plate.

Granted, I grasp the fact it's all for the sake of balance. I just think there would be better ways to approach it.

As for Slayers/Choppas, the rage fully explains that. They don't simply lose that resistance, they just become so obsessed over the attack that they stop making any effort to deal with those sort of threats.

Not that I want to get into a discussion about how a naked psychopath manages to stop solid masses of chaotic magic with their chest hairs, mind you...

Tell that to the French knights at Agincourt who got stuck in the mud and couldn't stand up to defend themselves from lightly armored skirmishers because of the weight of their armor.

I'll also be sure to also tell that to anyone trapped in quicksand, strapped to a table, or pinned underneath of rubble.

I'm not saying you're wrong, but plate armour was not designed to be worn and fought with inside thick mud. They wouldn't fair any better fighting at the bottom of a river, either.

Just because most racial tactics are pointless does not make this good design. The goblin racial tactics also show that this is not consistent and could be more compelling.

It is true that there is a fairly consistent power budget for good tactics. The examples used, EA and GWM, are not bad tactics. Centuries of Training seems to be well below this budget and is definitely a bad tactic.

It is also true that each class has 24 tactics (including mastery) and can only slot four at endgame. This reinforces the point that there should be a broad mix of damage, protection, group utility and enabler tactics available to the SM. Not *four* DoT tactics.

Making CoT an AP management tool would bring this dead tactic back into the mix. It would solve longstanding issues with multiple High Elf specs without affecting the balance of their most powerful features (WL burst, AM Isha AP management, SW burst) and would favour the more troubled specs (SM, Vaul AM). It would also give Azarael more flexibility with future balancing decisions.

Would CoT as an AP management tactic be better as a flat % discount or as a proc? I tend to prefer procs.

Hah, not just goblins, either. Orcs have great racial tactics, as well. I think they get a +4*(level) wounds tactic, and a +25% crit damage tactic from their racials, which is nuts. Granted, a Choppa in a premade might not be compelled to use the wounds tactic, but increased crit damage is probably great for a DPS class that wouldn't otherwise get such a perk.
