Afaik the ability damage values on warbuilder.org are based on level 25 (not sure though).
I don't think it has an internal CD as it only blocks the next 4 attacks which can be from any target; so you won't be able to focus damage anyone with it outside 1vs1 and even in 1vs1 the enemy can watch for the buff (buffhead) and avoid to damage you for the next 10 seconds. I'm pretty sure it can crit, but i didn't test it.
Different abilities scale differently from the DPS stat a class uses. I already posted this somewhere else on the forum:
The IBs damage from "heavy blow" scales with a coefficient of 4 (don't remember if exactly 4) which is very high; the slayers stat coefficient on "inevitable doom" is very low (around 0.5 iirc), so it scales badly with high strength values.

Thanks for the replies dude! Some of this stuff is pretty unintuitive - I just assume all skills from the same class would stack on-top of eachother but it seems like that isn't the case.
Slightly relieved for the button bloat my IB was starting to encounter though.
Is there some resource that lists all the damage coefficients for skills?

If you find one, it's probably outdated and/or not accurate.
Also: every single stat coefficient of any ability varies a bit afaik, depending on your level. So any complete list for every class and every ability would be probably very long.

Are you sure about that ? It's been a long time since I respecced and dropped Ancestor's fury, but I have the impression that when I checked, its strength buff stacked with inspiring attack. And I remember in T2 trying to hit mobs without any strength buff, with inspiring attack exclusively and with both inspiring attack and ancestor's fury and I noticed differences in every case. Like I said, it's been a long time and I am not 100% sure, but that's what I think I remember.

A dev told me that this is the current implementation. So i'm pretty sure, yes.

Because firstly THC is a great "finisher" on BO's chain thats costs no AP, synergizes well with BO's initive stat steal for like 300% crit chance and on top of that they have 25% dmg inc tactic which makes up for the lack of AA attacks you lose with channeld attacks.
Gudge born furry isnt as important compared to the utility of oathbound or the sheer surviveability of grumble and mutter letteing you 1 v 2/3 people
So I'm not advocating for Grudge-Born Fury, but do you actually lose any auto-attacks? Most 2h weapons have 3.2-3.8 AA speed, and it's a 3 second channel, so it's entirely possible you lose no AAs, and at most, you'd lose 1. Unless the weapon speed is not actually the speed at which you auto-attack, in which case ignore me.

So, what is the standard SnB build now? Is it possible to have decent offense as a SnB IB? How do you play a SnB IB in SCs and ORvR? Pretend you're explaining this to a five year old, because I never played on live.

Something like this I guess? At 40/40 you can either get oath stone or GnM or...,perhaps ancestral fury
In basic terms , in an SC you are an assist tank you put oath friend on either an mdps (slayer + ironbreaker is a very strong combo) or if you can't find one, a tank and you guard them as well and you apply you buffs like toughness, armor, weapon skill...etc while debuffing the enemy with armor debuff and stuff
Your damage is nice especially when you keep your grudge up then the DoT part of your attacks tick for nice dmg, and your very durable especially if you take grumble and mutter
