That's why I said we can increase CD to 30s for SL. That's a 5s Gap between slayers rotating. You can even do 35 to put a 10s Gap although I feel that might be a bit much. Instead of increased CD, why not simply (probably not simple to do lol) add a DR, so it can't be stacked.
Keep the 20 second cooldown, ad a 30 second DR. It would punish bad Slayers who simply spam it without watching the DR, but still allow them to apply it to new targets who aren't DR'd.

I also think the inc heal debuff from the Choppa's middle tree is useless when they have keep on choppin in the left tree, which is perfectly mirrored with Slayers. You can remove slayer's Rampage, and give them the AP ability from the choppas tree. Slayers will have less AP problems as well. I'd change the heal debuff from the choppa's middle tree to an armor debuff or a wounds debuff. The armor debuff is something the choppa used to have but was taken away (because it was used too much.) If you give the choppa the wounds debuff you can also take it away from mara which would bring it more in line with the other mDPS and force players to take a choppa for a wounds debuff.

I'm not going to lie, I kind of like Rampage. Endgame it's the only thing that counters those annoying Super defensive tanks. People complain about it too much. You get the -50% parry/block exhaustive attack. Have the CD increase apply to the first skill the target uses while under the effect of the debuff. Adjust Shatter Limbs CD and duration to balance as needed.
This way you reward good play from the debuffed targets, and force Slayers to use the skill against targets that are activating or going to activate a key skill (DoK/WP group-heal, etc.).

first off it compleatly counter late game block and parry which lets the be better tank killers BUT heres the biggest **** benifit of the ability, it lets you drop rage while you are disabled
