BiS armor is 10% better statwise than cheap armor, BiS armor is also... crafted.

GW2 Ascended armor is like 5% better than exotic and you prettymuch only need it if you do fractals. 90% of the game's PvE content is beatable in Exotic gear, and in WvW (which is pretty much RvR) that difference is much.

Its easier than this , make pve sets more accesible and give RR/exp bonus from RVR events for lowbies(take BO, deliver resources, capture keeps).

They Will feel rewarded ,and Will have the chance to acquire the level faster with some easy to do things, and the PvP experience wont be only being masacrated or hunted by WH/WE
