According to the OPs suggested changes, the 9 target AOE cap should be raised to 24 targets as well.
Additionally all AOE ability ranges should be raised by 300%.
All healdebuffs should be altered to 50 feet AOE.

When party/wb management is fixed it will be much easier to handle.
Because the best public warbands are closed ones. Invite on /pm only. Without restrictions you can't create balanced groups.
Free for all never worked.
