I'm going to stick my oar in, and say I think guilds are important.
Getting new players (and by new players, I mean players who have never played WAR before, and have no idea what its about) to join a guild means that they have guildies to help them level up in the lower tiers quicker. This also ties in with PQ's. PQ's then become important in the lower tiers, because you can level quicker.
I was also thinking that maybe a "reroll day" would be a good idea. It could be advertised on the forums, and then a band of people could roll a character in tier 1, and for that day help out the lowbies.
On a side note: I rolled a magus purely for crafting, and I was able to level up to T2 in a week. I dont think a week is a long time in a MMO.

Ok so we all played guild wars 2 and how they adjust the level of players down to suite lower zones how about something like that in to war, So that a level 12 and above get there level adjusted back down to t1/2/3 if they go to that zone then a level 40 could visit any tear and do rvr with friends or to just stuff around. Capping the stats would be the ezeyest way to adjust power difference so I would take the normal stats from that class at lvl11 and make the level 40 stat cap to harf that. There are some other factors in there like set gear procs and weapon dps but all in all a level 40 with level 5 spells and 100 stat cap and access to all there spell and 40 level of player experience should even it out I hope.

You can always adjust the basic stat cap but keeping in mind that armor stats and the according procs will be working by the time we get to level 40, this will result in theoretical T1 players having a wide variety of ways to completely tear down gearless t1 players. Be it with snare procs, armor debuffs, potions popped in T4 zones before flying back, buffs not adjusting their stats back, ect... it'll only cause more hardship for T1 players. If you want to scale back effectively, you need to hardcap the possible softcap, scale ALL tactics and buffs applied before and after entering a T1 zone, AND have the armor above level 11 rendered useless, as if it isn't worn. Forcing T4 players to use T1 gear will result in one hell of a better balance than just capping stats, since you'll never reach 300 str with bloody/gale-runner/tally slotted gear from T1, no matter how much money or levels you have.
Another thing; renown ranks. When renown ranks are introduced and let's say a RR80 person steps into T1, they will have a huge stacked up amount of RR points in any stat/ability they wish. Even if you cap this, the % abilities such as Trivial Blows and Critical Strikes will apply. You'd have to make sure T1 players could have a maximum of RR15-20 points to spend to keep balance in the T1 zone if T4 players were allowed in. I don't even know how hard this would be to properly code, and by the time we actually have to think of scaling back to lower tiers to play with friends, these renown abilities WILL matter.

something else is that renown gane use to be linked with level so a bo cap or zone flip in t1 would be the same for a level 40 in t1 or t4. A level 10 would get the same renown if he was at a bo flip in t4 as he would in t1 this meant no power levelling for low level player but started the grate t1 war camp afk for level 40s. Level 40s would go to t1 war camp and auto run at a wall so you would not log out then log on to a t1 toon and cap the zone. Just putting this out there I don't know if the fix has be put in at this stage

ok but buffs have a spell level if you where to look at a class buff at level 6 it would not be as strong as a level 30 spell same as tactic. yes renown use to be just stat increase so the crit would have been the only problem then but with such low stats would crit be all that bad. But now there is all sots of stuff you can get with your rr points so you point is a good one. yes before you enter t1 I was taking about no matter how much u buff/gear/tallys/pots/rr points your spell level the the stats u had was set in stone at what ever would be a good level so a t1 toon had the uper hand or hard cap as you sead. but also as u stated there will be alot of things that could slip under. To do this could be relly hard i don't know any thing about code so i do not understand the work behind it i know its a lot

If its possible to get the deboulster to work for lower tiers, you could add a "deboulster influence" set of rewards for lower tiers and have them give appearance items, or special dyes or something of that nature.
