My bad, my message is misunderstandable. Normally we use RoRLauncher.exe when entering the game, but there's another exe in the game files named RoRUpdater.exe. I tried to run that exe as administrator and it worked for me.

Ah ok, well I did this too and it got stuck at 30%.

It happened to me too but running as administrator solved that for me. I dont know what to do if it doesn't works.

I do, used VPN and got instantly a connection.

Connected via VPN, updated the launcher. Turned off the VPN the game was completely pumped and everything worked.

Dude, often such problems can be for small reasons, one of the main ones is closed ports. You may think they have been opened, but it may not be so.
