Bottom line
If you haven't played the game much you die most of the time. Gear won't matter much and by the time you've figured it out and learned the basics you'll be wearing conq/invader
Any vets joining T4 will be deadly day one if thy are organised regardless of gear
*ruin and anni would be nice

Yes, the new bolster is working very good to give low chars a decent buff to compete in fights.

I found it laughable reading about how the noble twinks in T3 fought other noble twinks in T3
RR cap = rank is superior

About old vs new tier brackets:
You can't simply fix the PvE sets like the RvR sets. You need to also rebalance all instances, as they are to easy with the higher sets available on lower levels. The new brackets made all PvE content (item drops, PQs, instances) lower than LotD a waste (except T1...).
Just to make this clear: I'm no hardcore PvE farmer or instance raider. But every change to the game, that makes ~ 50% of the game needless for no real reason is just stupid...
About power gaps in T4: Maybe level 32 vs level 40 warlord is not good, but level 22 vs level 39 invader is not better.
Also may i remind, that it took the first years of WAR for the majority of players, to even reach the renown rank required for warlord gear.
The speedleveling to RR80 at the end was only possible through the various renown buffs mythic started to spread around like crazy (RR book, RR weekends, RR weeks, etc. pp.).
No offense but:
The only reason for the "new tier brackets" without RR80+ crap that comes to my mind is, that some people want to stay in T3 as long as possible (no XP book...) to have some fun with the level/item gap here.

Yep experienced players in T3 having extreme gear and RR-ability advantage are there to feel good about themselves
The fact that it kills the game for anyone joining WAR for the first time doesn't bother them

The vendors would be a great help when items such as capes, helms, and shoulders go missing. It's not like you can just go farm more in a reliable time frame.

You have to reduce the monster level and items level requirements for those instances, yes.
When the level for normal champs in an instance was 41 (just an example) and the item set was rank 40, then their ranks have to be reduced to match the new item level of 31 and those champs will be rank 32.

I like this. How about if a mix of both is done? Vendors for level 4 (Scavenged? gear that includes shoulder items) and a cheap prize, and at a time, push the cap slightly to 14 so we can all have gear and actually PvP, that is, in the end, what is all about.
