Why no more cross realm talk? Just because of **** talking?

Does the 'No more cross realm talk, staff is excluded from this.' mean any kind of communication is removed , including whispering or just say/shout ?

A decision was made to stop cross talk since there is no real point in it at all and it was used more often then not by taunting or rage:ing at an opponent.

I know it isnt a huge community but roleplayers did use the crosstalk for rp functions. I don't know if that was considered or not.
