bell tower worked for me 3-4 hours ago, but that might doesn't help you.

Eh you won't be super sad. The most you miss out on are appearance items. That said, you can do the kill quests from each zone, and you will likely find people taking groups to complete these travel quests, especially in these first few days, gathering in Altdorf before they head out. You can try to get into one of these groups, but you won't be missing out much if you can't.

It's mostly about looking awesome with alternative appearance items, or getting a cloak with rare look or having those Halloween masks (which might come out again at some point).
You can do the 250 racial area kill quests even in T1, and keep completing them in Midtier.

As for the 3 exploration quests, you could join a nice guild that provides you with escorting service so you can get all 6 event medallions and buy maximum number of rewards.
That being said, if you level up fast enough, you should be in T4 by yourself before the event ends and might not need much of escorting.

Will the Kossar's helm illusion stay after event?

All of the illusions will stay, it's just the stats on any pocket pieces that won't. That's consistent for any event the staff puts on. The event weapons are in the YouTube video posted earlier in the thread I think, and the helm and cloaks are posted as well. There are no chest or shoulder appearances.

I made whole event with IB lvl 16 so its possible but you must use flee very often.
