For real though, I voted no but I don't really care either way. I can see how having perm lockouts could instill some at least guild rivalries which are fun and for a time when new campaign content comes out realm pride will be alive for a short period of time at least. The only thing I am afraid of is there is a lot of people with huge time investments on both sides and having to delete all their characters on one realm might break them and we could see another huge dip in population like after the DDOS attacks.

The reason I voted no, is not everyone wishes to stick with one faction all the time. Since actually trying the Destro side on RoA (never could get on with any classes I tried on live) I have found it a good way to mix things up and test things from both points of view if you will.
Since doing so I can now switch sides if the opposition drops in numbers and help to ensure it doesn't become a one horse race to the current pair lock. A too long lock out timer could well stop the people that do this, from doing so.
For me, a couple of hours max is more than enough of a lock out, especially if its possible to make it tier based beyond tier 1. Or more ideally, it would be possible for the server to some how recognise if you are dropping from the majority side to the minority side that's fine, but if you try to go from the minority to the majority you are stopped from doing so in that tier.
Just my instant thoughts on the subject.

I exclusively play destro and I voted no. In fact, I would prefer a system that discourages changing sides in the middle of big rvr fights, but doesn't amount to a lockout.
If it's possible with client control to track that a player spent X time in the rvr lakes order, if he logs out to play destro he gets X time debuff where he doesn't get RP in RvR. Switching sides to do scenarios should be okay.

My thoughts, not representative of staff in general...
Optional permanent lockout that may be opted into once all characters from one realm are deleted. Confers a 20% xp/inf/rr bonus to all characters remaining on the account.
All character names using the permanent lockout to be prefaced with a + as an indicator of their hardmode realm-pride. (ex. +Wargrim)
These accounts would be bound to a single PC, which would make households that share a single PC incompatible with a permanent lockout, and impossible to play from another PC without GM approval/review. Perhaps a player-based bind/unbind mechanic on a 1 month cooldown.
Standard accounts soft-lockout of 8 hours (with a 5m grace period on logon) that incurs a chickening on anyone attempting to RvR while locked out from that side. This could be displayed as a persistent debuff on any character from the locked out faction. This would allow someone locked out on one faction to PvE and run Scenarios with the opposite faction.

I like the idea of incentivising realm pride rather than forcing it. 20% boost might be enough for a lot of people to stick to one side.

Sounds like a great idea honestly. I think there are plenty of people that would opt for the hardcore realm-pride account for the sake of realm pride, and either way you solve the problem of x-realming.
I could see the 8 hour lockout timer being too long perhaps (but I'm sure the team wouldn't be against testing and then tweaking the system if needed.) In low population times one of the realms can be so heavily one sided in RvR that being able to swap to the underdog can keep RvR going. I've personally seen too many times one overpopulated side get bored and log off because they are taking empty keeps with a full WB +. It's nice to have people to fight against

I like Wargrimnir idea. A lot. Though, I still would apply a temporary lockout of, let's say, one hour, STARTING FROM THE MOMENT YOU GET FLAGGED. It means players can log in, see how it goes, and chose their side. My destro side says "burn, maim, kill, lockout", my human side says "let people have the fun they want, you will kill them anyway."
Even though, after a blessed period of order dominance where we had constat AAO, I start to see some destro overflow, which boosts me into rolling a order (Tzeentch forgive me).

Permanent lockout no. Those who have invested a lot of time on both realms will be pissed.
24h+, even 1 week, would be great. 1month would make your characters over-rested!
