As people have pointed out, when given the option to complain espically if people feel hard done by they will, like in this thread. There are constructive posts here, Jaycub and Dureal make ideas, but, they will always be drowned out by complaints in threads.
Unless players are the kind of people who like to lead, or organise activities they are unlikely to look for groups of others. Therefore as posted aboves, incentives and large rewards for using the content is the key. Party quests are being fixed left, right and center, this seems a great place to start and encourage people to seek it out and as a side plus,check if working as intended. Espically if there is a hefty reward, because as it stands grinding mobs is a better exp per hour than pqs, and, unfortunatley, these days, this is what people want in a era of gaming dominated by the 'casual market' we hear about so often on these forums. But you all know this already.
A similar concept to SWTOR with dalies or weeklies for lower tier content could help, for example a quest, as dureal posted, for completing 3 easy, 2 normal and 1 hard pq or some similar combination which rewards large exp and maybe coin. Creating quests with specific pqs to prevent over use of just one pq might be sensible. in addition or alternativley, possibley increasing the rewards for completing pq stages so they are equlivent or even better to grinding mobs. Thus players have the possibility of obtaining gear from the PQ plus leveling up alternative to when RvR is dead, while quing for scenarios to complete the dalies or weeklies.
The idea of quests inside the scenarios for exp and gold in t4 (might be the case in t2-3 but i have not been there since leaving) is a great idea, this could be built upon and increased for t3 or even designed as Jaycub suggested to add a officer medalion reward for completing x sceanrios to incentivise the t4 players to come down and help out friends or guildies who have chosen to roll new characters. The medalion reward could be as small as 3 medalions for t4 maybe something more like 5 or 6 for the t2-3 players. More medalions helps get the sc gear faster and also has the added benefit of converting up to assist near t4 players begin the grind to t4 merc gear.
There are a few champions and hero mobs standing around in t2-3 if I remember, maybe their could be unique cosmetics (different to the gear avalible from t2-3) to give the tair something different, t4 unique armor should be left for t4 lairs and similar content. A large gold reward + exp, similar to the concept of mini world bosses. For example: travel to x to learn about rumor of said boss, travel to y to investigate rumor, travel to z to defeate world boss and save local people / town. I know not fleshed out.
The map exploration quests building off the tome unlocks like dureal posted is really cool. The wings impervious t4 set take you to some neat places, maybe similar quests can be adjusted and rewarded, ones that include titles or trohies or back piecses. Information gathered from the Tome Titan addon could be used to find t2-t3 apprioprate unlocks which take people to interesting places of the world to complete and reward large exp. Upon looking into this I found some neat t4 ORvR unlocks, maybe there are similar ones for t2-3, I will keep looking.
For example I found a unlock for "Engage the Gorger", "Dispense Justice" and "Scar'd for Life" maybe these unlocks could be linked to a quest like the basic idea above for champs and heros or the exp for completing them be adjusted to be significantly rewarded. These tome unlocks could be included in to a form or daily or weekly quest/activity package. Something like a PQ daily and a Quest daily and a scenario daily. Gold or medalions could be given as a reward for respective tier player completion to help encourage t4 playesr to de-bolster and assist.
Ultimatey, increasing rewards through exp upon multiple sources, party quests, scenarios and as you have done with the kill quests for stalker gear is imo the key. Debolster option is neat however unfortunately I think players need more reward than just helping others to do it.
* While some may see this as a copy or star wars or a way of making t2-3 more grindy and taking away from RvR, I concede this would need to be proportionally equal to experience gains in RvR so as not to pull people away. This may mean increasing the exp gains for reletative RvR activities such as Taking BOs, Keeps, kills and delivering supplies. What this number is I don#t know because I have not leveld up alts in a long time through the lower tiers. Maybe others who are in the tier can post numbers for such activites and we could develop some proposals for tweaks.
