Does once a month mean every 30~days or do you get to change your name at the 1st of every month. Oct 31st @ 23:59 then again on Nov 1st 0:00

Should be a 30 day timer, so 30 days from the day you set a new name

Is it also tied to the time, or is it available on 00:01 server time?
Patch notes should have more details imo.
