Noone even did PQ's the last 3 years of this game. Was no point in having ORVR servers as neither PVE or Prior tier had anything to do with the campain anymore. Well if I'm being honest, I don't look at ruin PQs as PvE. They are farmed by people who want to get gear for PvP, without having to do RvR or any PvP. There are also PQs in the world that are focused around fighting the enemy realm's players; these shared objective PQs such as Kron Komar Gap in Mount Bloodhorn are a legitimised place to band together against the enemy; killing them so they can't complete their objective, while your realm can.
All in all, war is everywhere, you can get killed anywhere as long as you're flagged, but the PvP flagging needs to be corrected so that PvE players don't get as stomped as easily and often, in my opinion.

It's not wierd logic, it's true. The state of the game today is not what it was on live. You could do as much PvE as you wanted back then, without ever touching PvP. Today most PQs don't work, and some quests are bugged as well. And yes, everything you do in the game has in some way a purpose of doing PvP later actually. But as I said, it's retarded to prevent people from doing these things, because the game would die very quickly with such a scumbag playerbase.
