Wouldn't FO as soon as possible be optimal so that the damage of your following abilities is increased. So you'd want to use FO immediately after Cleave Limb, if they don't see you coming you'll have a GCD of an advantage and in that case you can sometimes open with FO and follow with Cleave Limb.
I feel like using Shattering Blow really isn't worth it unless you have a followup on the target in the form of others assisting and you can keep the pressure up. You really want to burst in most cases and a DoT doesn't help. Unless as I said, you're pressuring, in which case Blindside might even be better.

Primal Fury doesn't eat a GCD (IIRC) and is a damage buff, you use it before FO so your hard hitting attack does more damage. It's all about burst with the WL, the CL is there to snare. PF is there to help you kill. I
As for the last line, it's all about preference, I like fey illusion, and shundering chop pending position, while shattering blow is good if you don't have a Stength aura and it helps mask your second rotation, especially when you want to reapply your snare.

I misread PF for PA, thought you were using PA before FO. So you're not using Pack Assault somewhere in your rotation? That feels a bit detrimental as it does provide quite a bit of burst with a pet hitting your target.
And I don't understand your comment about not having a Str aura, debuffing Str on targets you want to be attacking is pointless most of the time (Healers, RDPS). Or did you confuse the debuff with a Str buff?
I mean if we're talking about an optimal rotation then it's not very much up for preference I think

WL pet is broken.
Would be really nice if devs could decrease the cooldown to summon the lion and boost the loner build. Imo.

Pack Assault is very good, especially if you spec in Guardian. I use it all the time in my rotations
Pounce+FO+CS+LF+PA+sundering (put in a snare if and when needed) is a very strong opening

Fixed initial post,
Strength aura debuffs strength hense mentioning it, and the last line depends on condition and situation. Sundering Chop is better if your positioning is good, if you wanted to go for a second rotation having a dot (shattering blow) on there isn't terrible to have (Cleanses are a thing), while Fey illusion hits hard and has it's own upside.
Basically the WL is easy, the rotation is intuitive, all of your hard hitting abilities are on cooldowns, you pop em one after the other and then use filler abilities pending situation. Preference as in using the best abilities for that ideal situation until the last line there really isn't any thought. Rinse and repeat.

Apparently they're not intuitive enough, plenty of what you're saying is objectively bad. But I don't really care so this is the end to my contribution to this topic.
