The way i see it, those skills are not meant to keep a target alive by themselves. They are just something to use when Khaine's Invigoration/Divine Mend are on CD and your target already has your HoTs.
The change for Shaman/AM is so they can actually heal while moving (something they NEED to do, unlike WP/Dok who even though still need to kite, can afford to get hit a few times by enemy players). I would love to try them out with their +35% increased healing tactic.
As it was already mentioned by someone else, this change is kinda irrelevant for Zealot/RP.

People complained it would make AM too strong and would completely outclass DSU then. For whatever reasons
