There's a torrent link in the OP too, I personally seed it 24/7. You need to turn on DHT in your torrent client for it to work.

Quests will remain in English regardless of what language client you choose. This is because they need to be translated and transcribed on server side. Until that's done, nothing can be done with regards to this.
