Both classes share a spammable armor ignore tool, flanking and feinted positioning along with a toughness debuff. The tactic u are quoting is ran by absolutely no WE, since the WS part doesn't stack with pierce armor or 4pc tri proc. Back to being bored, WE is stronger than WH, because of armor ignore, Corpdamage, leap with snare (no comparable skill for WH), toughn/ws debuff (21 sec w/o cd - lol) and new weaponskill/Initiative selfbuff incl. Cooldown reduce for feinted positioning ( tactic on 3 in masterytree), which allows flanking, agon. wound, sacr stab being activated from all sides all the time with 10 sec breaks ( 60 sec cd to 40 sec cd, while 10sec active).crazy op. It's easy mode, if u can read and not copy paste, but WE still doin emotes.

As for the wounds and toughness debuff, especially for "solo" I consider them a waste of a gcd as your trying to kill targets asap, not stack debuffs. Even more so the wounds debuff is garbage since u simply waste it's effect if u don't use it on 1st gcd, and so risking a detaunt, punt, KD etc.
The only outlier right now is Pounce, I'd say removing the reset mechanic is fair, while reducing the cooldown to 20s, exactly as much as SW has it. But I also imagine half the server didn't know WE even had a pounce to begin with before the patch made it usable.
I wish people would actually play the class instead of playing forum complaining.
Go take a little peek at the rest of the WE tree tactics lol. Most of them are beyond useless, same as WH. The only worthy to pick is Bleeding edge-Blessed Bullets and Atonement for st. The rest are either for def or regen builds, that I do not care for or respect. And wracking pains is op, too, no comparable and easy mode skill, every WE uses -> seekers blade usually mirror skill of it, is undefendable, but more expensive 10sec cd and 5% def reduce is a joke

As for wracking pains, im crying laughing man. The 200dmg per 3s for 21s is really whats defining the power of the class right now u are right. Waste of a gcd as so many other classes can bring a toughness debuff proc like, chosen aura, dok combined toughness+hd 5s cd, mara 5s cd, 4pc tri proc, Bg hate spending spammable.
I once again urge you to start playing the game before complaining.
