Was this the patch that changed Winds of Insanity to be a self-root? I can only assume because there are no patch notes about it, only an update to the icon when using it.
The self root will be removed again in next patch.

If this was ment to confirm the fix, then its still bugged, the spike brew potion shares CD with other stat and liniments potion, and not armor potion.
