Reduce the number of BOs to make it easier for the bigger side to guard them? This sounds like some quick toilet break suggestion.
People in zone are free to communicate enemy movements. When you don't find enemy players, you might be on the zerg side and could xrealm. To see activity in other zones you have add-ons.
Dying is no option.

if we have 4 bos at map. Each time when zone is open system will randomly select 2 bos to generate boxes same as now and 2 others will generate supplies by holding and killing players in some range near those bos?
The biggest issue really is you can’t force players to play a certain way. If you go that extreme then imo, end the server. If players want to just Zerg and not fight, pvdoor or whatever issue that comes up, in the end imho it’s the players fault. Devs, GM’s make a foundation and a rule set. If players continue to bend, abuse or all out just wish to do no fighting… what system could be made to get them to pvp with completion. PvP doesn’t mean form a WB and kill one guy or 10 guys 100x. Players atm seen content or all out happy to not “fight” Zerg for hours with no real competition and then swap and do it again vs other side.

Said it elsewhere, I'll say it again. You can't force them to play a certain way but you can certainly incentivize (or not) certain playstyles.

For example, the kill quest in the weekly is easier to get in a group than solo.

And, as we know, the fort/keep credit is much easier to get by zerging and PvD.
