Tier 1: level 1-11, player gets bolster buff to level 11 from level 1 to 10
Tier 2: level 12-21, player gets bolster buff to level 21 from level 10 to 20
Tier 3: level 22-31, player gets bolster buff to level 31 from level 20 to 30
Tier 4: level 32-40, player gets bolster buff to level 40 from level 30 to 39
So i can't see any reason why the new tier caps should be necessary, without the RR80+ crap used in RoR.
+1 on original tiers
When they changed requirements on RvR set they also made all other content PVE-items obsolete (90% of the game)
The claim that 1.3.X was unbalanced is utter crap. All the talk about power gap came with 1.4

Entering T4 with Annihilator, fighting Warlord or above geared chars is a big jump under the old tier system.
Utter crap as both sides had low and high players. Good groups killed sov players even in anni gear

I assume you had fun butchering rank 32 toons with rank 40 Warlord + gear.
Yes both sides, as in swimming with the zerg to be save? Laughable.
And then you came here and claim that old T3 was imbalanced.

Dosnt matter the best gear should ALWAYS be PvP gear thier fore PvE gear should naturally be obsolete thie mythic stated adding gear better that PvP to their buggy as **** dungeons just so that people will play them

Old T4 was fine even when you say it wasn't. I guess you never played it

It was the best gear in 1.3.X but PVE gear added diversity and made other builds possible. 1.4 end game gear killed diversity as we all had same builds and gear

Hello,
this is my personal opinion.
Push the cap is no way for me. The power gap between new players and full equiped level 12 players ist already to high. To push the gap to for example to Level 15 make the problem only more worse. Yes the level cap at the myhtic server was at the end Level 15 but this was a complete different situation.
The other Thing is we have already vendors who sell gear. Ok they don`t sell the best one but you don`t need to fight naked. If you want the best gear you need invest time and you have the risk that you lose some because of alpha state. Yes that is not an excuse I am very sure that we fix this problem but at the Moment it is like it is and if you don`t like it don`t grind gear.

Oh man, you have no freaking clue what you are talking.
The first thing any fresh rank 32 player did was to pve power level up to rank 40 (usually some T4 PQ or lotd) to be able to play PvE instances to get proper items, as RvR sets were hard to get (drop luck and missing rr in most cases), before they added the option to buy set pieces with currency.
Must be a perfect progression, when people grind ranks in PvE to have a slight chance.

Bolster and item drops are fixed. As long as lower level players have access to same-rank gear, they will be perfectly fine.

Yes, lower ranked chars only need items with attribute stats on them to utilize the bolster.
