Where the hell is Order's quest giver for "Main Event: Eternal Bond - The Missing Maiden"

Where: Altdorf / Troll Country
Queststarter: Desperate Brother (Altdorf / near Flight Master)

I've ran around the flight master in Altdorf and can't find this Desperate Brother.

It's the guy at the small stairs on your way out to the square. He is not called desperate brother, but has a name instead. He holds other quests too, so just click him and the event quest will show up

Ah, you're right the NPC is indeed called Boris Saewert

I tried to start the quest with a lower level alt character and cannot get "boris" to start the quest, is there a level req that was not stated in the quest description? Or did I somehow not see it? And if there is a level req, why? I'd like to be able to get all my characters, alts included the birthday cloak.

There is a level requirement, yes.

I have attempted this quest, each level from 12-20, on three different toons. The NPC will not start this quest for me.

@Slave1974 - Have you not already 'accidentally' started this quest? I had that on one of my toons. I couldn't get a quest, but when I looked at my map of Altdorf, it was already listed (just not highlighted as usual.)

No. It's just not offering it

I just wish I had not completed the quest on my SW before learning that the loot was bugged.... no Bal jewel for me
