Ideally they could do more with matchmaking. But I dont think the population is robust enough to have strict adherence to matchmaking.
However a group with no heals vs a group with heals should probably never happen. That's not to say a group with no heals NEVER wins, but more often than not it's stupid and not worth playing.
It's true that its within everyone's power to make sure they have a balanced group by making a premade. I dont think thats a reason to discount a better queue system, but if you are really frustrated by your pug comps its something you should keep in mind.

I personally dont give a **** because will always happen, just make sure he doesnt recive any heal from you in the next 10 years.
PD: if you want healers or guards get a group and queue with them because anything can happen if you enter alone in a scenario.

Tbh an sc with no tanks can be as bad as no healers. It's down to population and who signs up to queue.
Not everyone has the connections to do this but at the end of the day the only way to guarantee a good comp is to make your own.

problem with healers in PUG sc is that in sc there is no gear for healer then why join solo if you can join pug wb for easy renown and usefull gear

Best gear for weapon slot for healers is sc weapon. So there is a gear, even bis one. The problem is that the price is so costy so ppl dont even try to farm that gear

The weapons are only slightly better than the tier4 influence weapon or gutslime for healers. Being able to progress towards conqueror with scenarios would make me more likely to queue with my healers rather than farming for dps gear. I in general think this hard split between RvR gear and SC gear is unwanted.

I will say I played Order around a year ago and got a RP to 35 and I was in a decent guild.
I recently came back and I brought 2 new players with me from the Phoenix DAoC shard. I played order again but I started a new RP so I could relearn everything.
We got up to where all 3 of us were in the 12-14 range and we started queing for some SC's.
No exaggeration we did 15 scenarios over 4 days. Out of those 15 SC's:
3 were close fights and were fun but we did happen to lose all 3.
12 we were ROFL stomped. We weren't stomped because we were out lvled or because we were fighting premades (we did a few times though you could tell), we were stomped because in all of these no one wanted to communicate and no one wanted to play the boring protect game and no one wanted to help when flags were being assaulted.
Almost every time in the bad losses everyone wanted to play the solo game including the AM's. People would not talk or send help when someone needed it.
Needless to say my 2 friends went back to DAoC and I doubt they will be back.
I switched to Destro to try out a Zealot which I like less then my RP, but I stay on him because even when we are outnumbered people actually talked to each other in WB's and responded when someone was being attacked.
I didn't even realize how awesome Guard was until I played Destro. I was with a WE, a Blackguard (I think) and myself as a Zealot and we were in Chrace fighting 6-8 Order. The 3 of us kept wiping the 6-8 that attacked us because the tank knew how to use guard and the WE knew how to kill healers and apparently the WH that had a hard on for me didn't know that once he was taunted he was useless attacking me.
We wiped them 4-5 times before the 6-8 became 12+ and we just couldn't keep it up.
After that I am staying Destro simply because they TALK to each other and help each other. They use Guard on OTHER players to help them. They know how to peel if you get in trouble.
I hate playing the overpopulated side of the server, but I will when they are the only side that apparently works together.

Yeah the weapon is nice but the rest of the gear is DPS itemized.
