from todays patchnotes, eventough I'm not sure if he meant an Ini-value below 0 (e.g.via debuff) or a negative the ctbc-value in the Ini-tooltip

The fix is for being initiative debuffed below 0. Before if you got debuffed below 0 initiative the formula could not calculate your chance to be crit and it made you crit hit immune. That is fixed now, so if you get debuffed below 0 you will ALWAYS get crit, even if you could conjure an absurd amount of %crit hit reduction.

because it will be like 300% chance to be crit; the only thing that could deal with it are skills which make you immune to dmg as IB/slayer one
