Your connection speed isn't the issue for the record, it's distance and amount of hops the packets have to make...

In all fairness, I rarely hit 1000Mbps proper, nobody does. Even Google Fiber to the door averages 900-950 in our tests. About the best I push is 875 right now and that's with carrier-grade equipment in my home, CAT6, 24-Port on-Wire speed switch, etc. I pay about $70 a month for it.

I just ran a speed test, not stellar tonight but the node must be fairly full. WOW's official highest offering is over provisioned 600Mbps, which usually caps around 700Mbps. But I am on the external DOCSIS engineering team for WOW and my pipe is uncapped at the theoretical node-maximum per customer right now until the new HyperSpeed lines get dropped.
