Outgoing and incoming heal debuffs stack multiplicatively: i.e. both of them on a target together (or rather, the focus target and the healer) is a 75% heal debuff, effectively, rather than a 100% heal debuff.

- Stick a 50% IHD and 50% OHD on a healer and he will be healing himself for 25%. Any other healer will be healing him for 50%.
- If you have a 50% IHD on a healer and a 50% OHD on another healer the first healer will be healing himself for 50% and the second healer will be healing him for 25% (of total so 75% reduced healing).
That is how it was on AoR. I am 99% sure this works correctly on RoR based on playing double WH setup with Blessed Bullets of Confession and Punish The False.

Does this affect self-heals?
imagine this:
healer has 1000 direct heal that he casts out
healer has outgoing healdebuff of -50%, the heal that is cast now only heals for 500.
the heal lands on a target has -50% incoming healdebuff, making a 1000 heal into 500 heal, or a 500 heal into 250 heal.
The healer can be both heal caster and heal receiver, they don't ignore healdebuffs either way.

to the other 3 people on the server who actually play def BG. what is your thoughts on talis? go balls to the walls tough because that just makes TFoe even better, or is that just stupid overkill?

Going into the realm of pugging, BG is actually one of the hardest carries in the game bar none.
Go full deftard, like every atom directed into not dying. Get heal over time pot, cleansing winds, officer pot, AP pots for poor mans charge flee+AP pot combo etc....
Solo que scs, and then just go ham it up in the backlines outgoing healdebuffing everything, then check the scoreboard find the top healer and make him your bitch. Spam interrupt off CD, KD him off immunity, and super punt him away from anything he could heal (or punt him into the fray). Doing this all while applying your 30 second outgoing healdebuff on any healer in the backline at the same time.
This actually devastates pug healers/groups, and a lot of times if you go against a premade you can make their life hell since they pretty much have to deal with you before they can really push since their healing is super gimped. And the sort of chaotic nature 12v12 has means they aren't necessarily taking advantage of your absence on the frontlines or not guarding something. And if they get a peel I mean what are they gonna do? Beat on you for 30 seconds while their frontline is missing people?
BG is just really gimmicky, we tried running one in 6v6 and using basically this same method and it works hilariously well against lesser groups (we send in BG infront of everyone and he latches onto a healer with morale gear and gets fast m1 then we dumpster him). But groups with good healers, and a shotcaller that is going to take advantage of the positioning makes things go south pretty fast. 3-2-1 groups kinda shut it down by default as well.
IB/BG can work in 6v6 or serious groups, problem is it's honestly just way more safe/easier to unga bunga melee train with the default combo right now. Positioning is ezpz, not too much to think about, just zerging down 1 target and some guard swaps / punt plays here and there.
