I'm not sure what your ideal endgame is, based on your post. Gear imbalance will always exist to some degree, in that it's a measure of and reward for progression. While we want to make sure that progression curve is smooth and even, I don't think anyone on-staff wants to get rid of it completely. I might be reading more hyperbole in your post than you intended.
In general, the PvE sets were on-par with the RvR sets. In some cases, they were even better, but that's more of a side-effect of the direction the meta took post-launch, which Mythic couldn't have forseen. For example, Engineer DP gear goes BS/crit%/W, where Invader goes BS/W/T. I don't think Mythic expected that bomb/magnet engis would generally forsake speccing defensively, because "you can't get enough defense to 'matter.'"
But I think everyone is in agreement that Tyrant was generally stronger than Warlord for most classes. Worse, it made mixing Tyrant/Warlord the clearly better option, as the 6 and 7-piece bonuses for Warlord mostly weren't worth the opportunity cost. Combined with the jewelry/cape sets, this did prioritize PvE over PvP for most players, for a significant period of time. We'd like to avoid that.
I'm not sure how someone can "hoard" gear - can someone explain that to me? Are people stealing all the appropriately-leveled PvE mobs? It's not like there's a globally-limited number of them available. And again, the drop rate in PvP is between 2.5x and 10x higher than PvE. The tradeoff being that you probably get more kills per minute in PvE, so it might be more efficient. In any case, there's no requirement to farm in PvE to get the gear. Moreover, the only reason anyone cares about Boundless is because we released 35 before T4 was done. Once T4 is released and the tiers shift back to their normal level ranges, nobody is going to care about boundless - it'll probably be back to RvR influence, scenario, and epic quest weapons. Maybe lair drops.
