That doesn't really compare to the arena in the Inevitable City. First there is the problem of finding them: the changelogs don't mention where they are. Illustrated below:
Now which one is easier to find? (On a side note, there are many houses both in IC and Altdorf that can be entered, with nothing interesting inside.) The only reason I remembered them was because they killed my T1 character while exploring Altdorf well before that patch. But that it is difficult to find was illustrated by the many questions and complaints, after the patch notes mentioning fixing the faction of the 5 rank 38-40 mobs and making the Acolytes the same rank as compensation for the
only mobs in that range for Order, that people couldn't find those mobs. With good reason, they're pretty well hidden and you need to do some serious forum spelunking to dig up that info, especially if you missed those patch notes. It was posted so often ingame even I started to doubt their ranks were actually increased, until now.
Another problem is that there are only 6 mobs, and this can easily happen:

But that's not everything. I mentioned how I found the Feathered Acolytes. They are in a small house, with a long stairwell. There is a high chance you'll aggro multiple of them before even seeing them, which can be a problem for some weaker (solo) classes/characters, and they are impossible to kite. (Not to mention that rank 38-40 with the current loot/scavenge system is excessive, 35-37 are easier to kill and give the same rewards.)
I'm not trying to criticise the devs for the way things are, or expecting a "fix". These problems will all go away the moment T4 is released, and I actually greatly appreciate the response given when they fixed the previous 5 farmable mobs' faction in Altdorf and people complained about the consequent total lack of high rank scavengable mobs for Order. But to be frank, I really tire about people constantly moaning about an alleged "Order bias" across the board, and going into great lengths of denial to keep that opinion even in cases of a clear Destruction advantage.
