Heal debuffs are far too prevalent. Giving engi/Magus heal debuff will not solve anything, as any number of classes can provide it - classes that are better than these two.
I think swapping position would be good. Similarly, firestorm should swap with IFOC imo - but that's another topic!

It is core, but I think he means make the buff a class passive without the tactic. Summon on the move was in the 1.4.9 test realm. Making the WoM tactic (and Magus version) passive has been suggested in a few threads, the animations work better this way and the tactic would not do enough extra to justify keeping. Discussion lost focus because the biggest changes in 1.4.9 were to SM/BO so they were really SM/BO threads.

Perhaps the topic should be reopened. Steve Engle (engi dev on live before he went to Carbine) said instant turrets were a given which is why he slipped it into a test patch focusing on the SM/BO rather than waiting for the engi/magus patch.

Maybe as a bit of instant damage on cast and damage to physical.
