Sorry if I wasn't clear; I'm not saying we're not releasing T4 until cities are done, I'm just saying the tools for PVE are needed either way. Londo is working on those tools, but getting T4 ready is (mostly) a task for the database team, and progress is coming along.

t3 level cap will be 31 not 39, you can find this info by using the search and viewing older dev posts, granted right now its 32 and we may see more slight increases in the future, which i actually hope we dont until t4 opens as its hard enough for players under level 26, who just end end up as cannon fodder.
Also given the amount of time we spent in t1 in the early days of the server i think ppl need to relax and just enjoy t3 as it is, devs have done amazing to get this far, dont get carried away with how fast patches are pushed out, let devs work on other aspects, t3 as we have it is more then enough to keep us busy and entertained for a long time.

With more levels RDPS are getting stronger and stronger and most melee gear with +wounds is from PVE, so 3shot-k.o. sorc/bw becomes 2shot-k.o.

And while the majority of RoR's community will agree with you, PvE implementations will not be completely ignored. As stated before, those that get to the max levels with full Devastator gear and SC weapons will eventually get bored of constantly stomping pugs. PvE can be a relaxing distraction and may actually be worthwhile if we introduce better (not as good as RvR rewards, mind you!) rewards than we currently have.

there is a missing phase here, sov sets were all reworked, after tyran out, cos tyran was better than sov sets.

Also sov set are a lot better for tanks ( because they are self defense tools with personaly utility and no dps power) and all healers are able to heal well due to ap proc (dok/wp also), which make sov the best balance set and 1.3.6 the best place to play with :/ (after aoe nerf)

The thing is, you're not ignoring it, you're making it a priority because x gear might be phased out. Like why if you know the majority want levelincrease/T4 would you focus on PVE? If you want to give us rewards why not give us rewards on keeps like it used to be. We'll get gear faster? What's wrong with that. Medallion drop rate is still bad. Game feels more grindy than on Live. Not being on even gear might be a reason why you're always stomping pugs. I'm so tired of Ez mode humans lemme PvE where mobs are unfair to pose a threat.

PvE/Dungeons were always (pre 100) a good way to get competitive gear without the renown requirement. Doing LV was equivalent to getting Warlord iirc, and getting to RR 60 took a lot more time than doing the dungeon. As such they are a decent catch-up content that allows players not capped on renown to get decent gear. The fear that these sets become outclassed with the introduction of T4/RR80 seems unnecessary, especially considering that lower level dungeons will always give the best gear for their respective tier.
